No, International schools are more interested in recruiting foreign students. Extra fees and tuition are not justified. 

International schools are very highly regarded as they demand the highest of their relevant country's education standards/requirements. Class size tends to be smaller than for public schools in the home country. Requirements to teach tend to be far beyond those of mere state certification, as for public schools in the home country, including extensive experience & superior recommendations, so teacher quality tends to be very high. The students' parents tend to be very proactive in ensuring their child performs to standards, very supportive of their child's academic efforts, and very involved in a very wide array of extracurricular & cultural activities. The student body tends to be very diverse from a very wide number of countries, cultures, languages, and most students are multi-lingual & multi-cultural.

Compared to costs of other private schools, international schools can be a great bargain. And the academic quality is at least as good as the best public schools, and most private schools, in the home country.

Can you be more specific? Where are you? In many countries, an "international school" is one that kids who are not fluent in the local language go to, to be taught in English. That is, people from the U.S. or Britain working in South America might send their children to an international school because the children don't know enough Spanish (or Portuguese in Brazil) to be successful in school. Then people from that country might send their children there to be educated in English because it makes them more competitive for jobs.
