How do you know if a seller declined your best offer on ebay?

I made an offer to a seller on ebay, how do I know if they declined it? Thanks.

    They can mark it as declined and you will get a notice. Or they can completely ignore it. Or they can make a counter offer.

    You should know when they send you notification that your offer was accepted.
