Is it legal for collection agency to remove a collection from report but sell collection to another agency?

To better clarify, a collection agency removed a collection from my credit reports after I disputed it. My credit scores increased and was doing well. 5 months later, I see a new collection on my credit report. It is in the same amount as the old collection so I know that the old collection agency must have sold my collection to this new agency. My credit score has gone down significantly because of this. So, is this legal?

    Yes, of course they can sell it.

    Sure it's legal.

    Your debt it due until a court says it's not or the SOL has expired.

    Just because one collection agency decided not to go after you, doesn't mean another agency can't.

    It is legal, time you paid it, yes???  It won't go away.
