Learner's permits are ONLY valid in the jurisdiction where issued. Full drivers licenses are valid anywhere in the USA, and with minor stuff in Canada and Mexico.

Legally no!! With a learners permit you are only allowed to drive, with a licensed driver over whatever the state mandated age requirement is, in the state that issued the permit.

Yes. Some states allow people to get permits as young as 14. Even in that situation, that 14 year old can drive in a state that requires new drivers to be 16.
