whose at fault backed into 1 way street?
im driving down a street see a van with its turn signal on it stops moves again an stops again I stop an it starts backing up pushing me on my motorcycle up the street backwards. a cop witnessed it made a accident report. only damage to me is my front fender scraped an his back bumper scrubbed. Would I be at fault I wasn't moving an honking my horn. the driver got mad at me saying he was backing up an couldn't see me saying im at fault for it.

The insurance companies will likely find the person who was backing up liable.
What he "says" doesn't count.

Anyone that reverses and hits something is at fault. The fact that he couldn't see you makes it doubly his fault. You shouldn't reverse if you can't see. Truck drivers are supposed to get out and look behind before they reverse.

If you're on a one-way Street one way means one way. You're permitted to backup if you're in a parking situation where you're trying to get into a space but you're certainly not entitled to back into a motorcycle and push him and the driver on it out of your way. Don't tell the driver or the police that you're okay! Go to the hospital contact a lawyer tell them that you are sore that your neck and your back hurts. Get a personal injury attorney unless all the guy did was barely bump into you. And you just want to let it go. Get the heck off of the scene and go see a lawyer quick like. Even if you were in a place in back of him that you should not have been the other driver still did the physical act of backing into you! Don't stand there and talk to the police and the other driver go get a lawyer quick like there's money in this!

Not seeing you is not an excuse for him to hit you. You aren't at fault, he's just saying stupid stuff because he is scared/upset.
