Is it true that Meghan announced her pregnancy to friends and family at Eugenie's wedding and that the bride was very upset about it?

No. Family members had already been told about the pregnancy. Only the public didn't know, but the outfit she wore to the wedding suggested strongly that she might be pregnant, so speculation was rife that day and until the official announcement was made.
Since she'd already told the family members, she may well have felt free to answer "Yes" to friends who asked her at the wedding whether she might be expecting.
