Obama is a liberal who believes in promoting equal outcomes. This requires redistribution of wealth.

Consider the poor Muslims who, because of their backward religious and political philosophy, have been relegated to a 7th century lifestyle. They are living in squalor and crying out for their time in the bright, beautiful sun.

Obama simply wants to give them their share of the wealth and power they so obviously deserve.

Tragically, the peaceful resolution of the chemical weapons issue in Syria will prevent Obama from helping the poor, repressed Islamists from gaining the financial wealth and political and military power they deserved.
