Can a certified bus driver take over driving...?

...if the non-driving driver is not an employee and merely a passenger of the bus, either charter or scheduled if the driving driver is incapable of driving?

No. This is NOT the movies, and it is NOT like another pilot taking over when the pilot dies at the controls.

Unless you are an employee of the company that owns the vehicle, and you have been certified by the company as a driver, then you are a only passenger and you cannot drive the bus.

If you are not an employee of the company, you are not insured, you are not allowed to drive no matter what your experience or the situation is. Unless it's and emergency, and say the driver has a heart attack or something, all you can do is take control to bring it to a safe stop.

They could, however the company who owns the bus would much rather see it parked until they can send a relief driver out. Having someone behind the wheel whom they know nothing about exposes them to massive liability if the driver wrecks the bus and they find out later that he was high on something or had a bad driving record.

In an emergency Yes. BUT the insurance will not cover the bus nor the passengers in case of an accident. Therefore, a big risk
