Why wont my computer shutdown properly?

Okay so heres some info that may or may not help:

I have a Dell Inspiron 1525

Vista Basic

This has happened alot lately where I would go to shut down my computer, or put it in sleep mode by either pushing the button under the start up menu or closing my laptop. What happens is that it seems like everything is going properly, but then right when the screen turns off, it goes right back on and the computer starts off as if I hit restart instead of shutdown. I eventually just get pissed off cuz I dont have time to sit and wait for it to start all the way back up.

If anyone knows anything about how I can solve this, It would be greatly appreciated!

    this often happens when there is a task still being run or has not finished such as after printing or transferring files. the system has not finished cleaning up and so it won't shut down properly.

    give the computer a few seconds to finish it's last tasks and than shut down.
