is my white scum on heater suckers good bacteria?

I am cycling my tropical tank, no fish or plants just some rocks, driftwood and gravel. If not, should I syphon it out? Ammonia lvl around 3-4

Update:

btw, the water is not cloudy and there is no scum on top of the water or on the tank, only the rubber bits on the heater and a tad on the filter

    It's actually the constituents of hard water, just like you would see on your glass if you allow the water to evaporate and don't raise the water level back up. I can't say why, but rubber does have a tendency to attract these minerals (mainly calcium carbonate) and they attach and are removed quite easily. As Shollia said, all it takes is a quick wipe with your fingers.

    That white stuff is normal. It's not bacteria though.

    I'm actually not sure what it is, but we had it in our tanks as well. If you rub it off, it will usually dissolve back in to the water.
