the mean is in the center of the confidence interval
1.(16.5 + 23.5) /2 = 20 mean = 20

Margin of error is distance from the mean of the confidence
interval
23.5 -20 = 3.5
16.5 -20 =-3.5
Margin of error = 3.5
or +/- 3.5 feet if you like this better
