What is the meaning of wearing a black dress all the time?

Long sleeves, round neck, and down to ankles. My neighbor wears this one dress everyday and not anything else. Every time I see her. I'm too scared to talk to her.

I know wearing a white wedding dress means purity and innocence, so what about a black dress that has lace sleeves and plain black everywhere else?

Update:

She's young. She's looks about 15 years old. Her family is Jewish  because they had bar or bat (I don't know the difference) mitvah the other month for some boy.

    I'm so happy that you have nothing else to worry about except other people's clothing choices.  BTW - why the f do you think it's any of your business?

    Edit: She's not scary. She's probably some flavor of Orthodox Judaism. Some groups have very strict rules about dress: all black, everything covered, no shape should be visible. You could try saying hi. I doubt she'll start whipping razor sharp six pointed stars at you she'll either say hi back or ignore you. If she says hi back and you start talking you might be able to learn that other cultures aren't scary, they are just different.

     t could've a mourning dress. It's the only thing I can think of. Is she an older lady and a widow? Does she religiously go to church every Sunday? Did she put up her Christmas decorations late and level them up well into January? In some orthodox church traditions a widow wears black the rest of her life. Or it could be some other type of traditional clothing. Or she could be poor and  that's the only thing she owns.
