Only after they are well tamed. Even then, they may bite now and then. But they are certainly pretty and smart, and they may enjoy your company at a reasonable distance. Some of them learn to say words.

In what context do you mean nice? I own budgies myself and they're a lot of work. So no they're not automatically nice and quiet and loving. Budgies are very loud, easily frightened and very messy and require a complex diet and lots of care. But I need to know in what context you mean "nice little birds" to give you an educated answer.
