Was she being snarky?

I've been feeling that one of my colleagues doesn't like me. She would always give an annoyed vibe when I ask her about something. Yesterday she replied to one of my email (about moving to new workplace) with "good luck on your placement!" That was all. There was also one time I said I'll miss her and she just said "you'll be fine" with no eye contact.

She doesn't care where you work.  She was a colleague & not a friend.

She probably has issues in her own life and its why she is unhappy.

That doesn't sound snarky, but she may have been insincere. Stop worrying about whether people like you. This is not middle school. Maintain professional relationships. Ask when you need to know, but don't cast yourself in the student role and think that other people are obliged to help you, as teachers were when you were in school.

Obviously you never developed a good, strong relationship with her while you were in the same working environment.  If you had, there would be some true emotion in the "Good Byes" from her.  In your new job, seek to make friends as you are doing your job.  Don't go overboard, but do make attempts to be friendly and do arrange for some outside activities.  Hope things work out better there for you.
