Why don’t state governments make being trans illegal instead of making the backwards laws e.g “Genital checks”?

It seems many conservative states in the United states have a growing hatred for Trans youths. Why don’t they make it illegal? It’s clear they’re trying, with all the laws like testing hormones and genitals of those joining sports. So my question still stands, Why?

    Because they know they cannot actually make it illegal without SCOTUS ruling on the case eventually and making it so people can't discriminate.

    There are no  "genital checks" FFS. Liberals really will just believe anything they are told. Several states are trying to prevent minors from experimental drugs and surgery but you can't ban someone from self-identifying however they want. The schools need to stop taking self-ID seriously. It's absurd that a boy can self-declare himself a girl and dominate girl's sports without so much as growing out his hair. Did you know multiple state Supreme Courts have already ruled teenage boys are allowed to force teenage girls to shower with them? And vice versa. (There was both a trans girl and trans boy case, where the trans person sued for their "right" to sexually harass in the locker room and won -- this was after rejecting their own private changing rooms.)

    How can you make someone's natural existence 'illegal'?

    Perhaps conservative states can leave people to be whoever they are, and focus on important things like training the police...
