So is the senate parliamentarian, the high priestess of the United States? What is her power that allows Democrats the excuse to why they?

Can’t Keep their campaign promises? 

What is her constitutional authority?

    Let me rephrase your question so it makes more sense: 

    "Hi, I am ignorant as to how Government works, specifically, the Rules of the Senate. Can someone explain what the parliamentarian does?"

    Please show where I am "butthurt". Please show where I "insulted" anyone.
