Not quite.  For instance, Colorado conducts its elections almost entirely by mail. All registered voters receive absentee ballots automatically, and as many as 99 percent of people who vote use that option.

Colorado also has a very broad range of acceptable IDs.  Colorado's voter turnout is very high.  Georgia's new law is intended to restrict voting.  It's a reaction to Georgia voting for Biden and electing 2 Democratic US Senators.  Everyone understands that.
