Why Do A Lot of Koreans Speak Eng but Japanese Don't?

As an Asian, I wish to go to Japan & Korea one day for fun but, I don't know Korean or Japanese. I've heard that in Seoul, a LOT of people, especially younger people, DO KNOW English but in Jaan, a WIDE majority of them DO NOT know English. Why's this? Don't they teach Eng classes in Japan?

    The story is easy. This is because the IQ of South Koreans is higher than that of Japanese.It's more appropriate to call the Japanese a monkey. A liar insidious monkey.

    In Japan

    English is ***required*** in schools

    from a pretty early age.

    Almost all "younger" people in Japan

    (age: 10 - 25)

    probably speak passable English.
