Do doctors consider any tumor to be an urgent thing to follow up with a patient if they found a tumor on their x ray or ultrasound?

Not necessarily.   Most people have tumors and most are benign.   No need to pay for unnecessary biopsies when they are 99.9% sure they look harmless. 

Most tumors are benign- they don't cause any problems. However most doctors order a biopsy to make sure. It may be that your tumor is of a type and in a place where benign tumors are common. Still, if it's making you nervous, ask your doctor for a biopsy. Or see another doctor for a second opinion. 

It depends if the imaging can identify it as benign or not.

Some are clearly benign, some are clearly cancerous and some are indeterminate.

Indeterminate requires further testing.

Cancerous requires treatment.

Benign only needs treatment if it's size or position is causing symptoms and the degree of urgency is determined by the symptoms.

Nope, if they are fairly sure it means nothing, they will take their time. If it is an unknown, they may consider follow up to be fairly urgent, or at least some of them do.
