Yes. Many Latin Americans are considered white by some governments. Many Mexicans have European ancestors. Spaniards invaded many localities in Latin America and they took native women as wives. Later migrations from Europe also resulted in more Mexicans having European ancestors. In fact studies have shown that many Mexicans have blond hair and blue eyes. Native Americans are descendants of a small group of North Asians who crossed over from Siberia to North America when the last ice age ended 13,000 years ago. These North Asians are NOT close relatives of the Chinese. Instead their ancestors came from Central Asia (present day Kazakhstan and Kyrgyzstan) and they migrated to Siberia about 40,000 years ago. In fact Europeans also evolved from Central Asians who migrated to Europe 40,000 years ago. That means Native Americans and Europeans are actually distant relatives, and they share a more recent common ancestor with each other  than either group does with the Chinese or with Africans. The Chinese share a common ancestor with Central Asians, Australian aborigines and Europeans about 60,000 years ago. Light skin is an adaptation to cold climates. People in cold climates wear clothes and the clothes block out the sun, resulting in reduced vitamin D production and rickets. To adapt the Chinese and Europeans evolved light skin to absorb as much sunlight as possible to prevent rickets.
