First off, Texas does see snow and ice storms EVERY year, espically in the northern parts of the state. Texas IS a massive state, that experiences all aspects of weather events due to different land topogrogphy.

Secondly, there was a very strong polar vortex, which was anchored up over the North Pole, but came as far south as the Gulf Of Mexico. All that cold/artic air was pulled down from the north, into Texas, which caused the temperatures to drop to historic lows. There was a series of lows that came up off the Rockies, bringing preicipatation, because it was below freezing, it fell as primarliy snow, as far south as the Gulf.

    Polar vortex they call it.

Believe it or not, global warming. Or, at least, unusual regional warming. A warm air mass in the stratosphere knocked the jet stream catawampus. The jet stream is what normally keeps the polar vortex - - well - - polar. Once the polar vortex stops being more or less circular, you get anomalies like Texas freezing and Alaska warming up.

Around the North Pole, winter’s ultra-cold air is usually kept bottled up 15 to 30 miles high. That’s the polar vortex, which spins like a whirling top at the top of the planet. But occasionally something slams against the top, sending the cold air escaping from its Arctic home and heading south. This year, an atmospheric wave — the type that brings weather patterns here and there — slammed into it.
