Someone who hasnt paid back someone?

March 2020, my coworker loaned $500 to another coworker for an emergency. She promised to pay her back, but to this day she still has not. My coworker tells me that she receives texts from her saying she will pay her back next week or next month, but she does not. Now she says she will pay her back this coming week. If she still does not, can my coworker file a police report on her? Or is there any legal action she can take on her?

Not a police matter.  It is a civil matter, she'd have to sue her.

The police will not take a report. It is a civil matter. The only legal action she can take is to file a small claims suit.

A police report wouldn't be worth the paper YOU printed this question on.

This is a CIVIL case and 100% OUTSIDE the jurisdiction of the police.

This is a civil matter and, no, only the Police can file Police Reports and, when they do, they aren't reports "on" anyone.  The agreement may or may not be a verbal contract.  How this ends depends on the evidence.  You are aware that you arenot a party to the action, right?

It is not a police matter, it is civil, they would need to go to court.

She can take her to small claims court.
