Bought PSP-3000 w/ new battery, won't charge?

I recently got a PSP-3000 with a brand new battery, but no matter what I do it won't charge. It works perfectly fine when plugged in, but shuts off the second I unplug it. Is it something with the console? Could the battery be defective? Seems like all the contacts and everything are clean. Unfortunately can't contact the seller because I bought it through Buyee (Japanese Proxy Service).

Any help would be greatly appreciated.  Seems to be a common problem, but I can only seem to find solutions for variations of the issue I'm having.

I have no idea if this matters or not, but the battery that came with it is 

3.6V

3600mAh

    Either the battery is defective, or the internal PSP power controller or some related component is faulty.. Try a new battery to check..

    Test the battery ( if rated 12.6V )  with heavy full load ( like with a car front light bulb 150W or higher  ) and monitor its terminal voltage at the same time. If it drops into lower than 12.6V within a few minutes, means this battery is dead.

    Replace the battery, and be sure under charging battery terminal voltage should be read 13.8V .
