When is a reasonable time to travel to Pennsylvania or New Jersey ?

I wouldn't even consider travelling there until you see what is happening in June.

No, it's not safe to travel right now. No one knows when it will be safe again. Pennsylvania and New Jersey have the 6th and 2nd most cases in the US and are borh hotspots.

Now is definitely not the time to travel outside of your immediate community. And, even more so NOT the time to do any leisure travel.
As for when will it be safe: NO ONE KNOWS. Deal with it.

No one knows when it will be really safe to travel.
To even start to answer this, it would help to know FROM WHERE you are coming, and how you want to travel - plane, car, bus etc.

you have to adhere to each state's ruling. NJ maybe more strict than PA. if you travel, you may be stuck an additional 14 days to make sure you didn't contract the virus. even if wear gloves and a mask.
