Because they have voted several times not to become a state.  At some point it may be, the citizens last few votes were close to passing but it's nearly a 50/50 split at this point.

Puerto Rico voted on whether to become a state or not and chose to remain a territory.

    Irrelevant.

There are frequent elections which ask the people of PR if they want to be a state, stay a US territory, or become independent. In all of the elections so far, about 47% want statehood, 47% want to stay a Territory, and 5% or less want independence.

Realize Puerto Ricans are full US citizens but they do not have to pay federal income taxes.

    A U.S. territory can become a state

A - if it meets the qualifications set by Federallaw (which P.R. does)

B - AND if it votes to become a state (which P.R. has never succeeded in doing, though votes have been held in the past)
