Did you ask the person who gave it to you for the password? If they don't know it, then the next thing would be to perform a factory reset. This will erase everything off of the computer and will set it back to factory defaults. This is assuming that the recovery partition from Toshiba is still intact.
I'm not super familiar with Toshiba laptops, but here's a guide that will show you how to access the recovery partition: https://forums.tomsguide.com/threads/restore-toshi...
Once the factory reset is done, you should have essentially a "new" Windows installation without any accounts. You can then setup the system as you'd like.

If it's a Windows 10 laptop turn it off then turn it back on turn it off then turn it back on about 7 times in a row until it goes to the automatic recovery console when it gets done with its little check choose troubleshooting then choose reset this PC do not save files. this will reinstall Windows in about an hour and there will be no more password and it will be like a new computer. If it's Windows 7 crush f8 at the boot up screen and keep typing it that will take you to repair my computer console. Choose repair my computer if the factory recovery protection is still there it will be the very last option toward the very bottom of the list where it says either Dell factory recovery or Hewlett-Packard factory recovery or Toshiba factory recovery. If somebody has erased that your only choice will be to completely reinstall the operating system.
