    i dont know what puerto rico is but i dont know why we consider it part of the united states

    No, not yet. 

    1. USA has 50 states, Puerto Rico is not at that list.

    2. Puerto Rico is an US territory, not a state.

    2A. PR is an organized territory (with own local government) and

    2B. PR is a non incorporated territory (not legally speaking a part of the US).

    3. Puerto Rico may become the 51st US state (if Washington DC dont manage to get statehood first).

    It is not a state but United States Congress, does govern the territory. Puerto Ricans have been citizens of the United States since 1917,
