Maybe. It is most curious that the ship's operators disagree with the US assessment of what happened to their ship. They claim they were being shot at, not mined. It also is odd that Iran would choose to attack a Japanese ship while the Japanese PM was in Tehran meeting with Iranian leaders. Israel, however, has a proven record of using false attacks to justify military action. And Israel very much wants military action against Iran.

The attacks on the oil tankers are being used to create a spike in the cost of crude oil.
Buy crude oil on exchange at $50 a barrel, set off mine on the side of a tanker and in a few hours oil is $55 a barrel.
Who ever is setting off these attacks is making a lot of money.
