There is no best. She was one of the best of many.

There are quite a few as good as she was, Sarah Vaughn, Ella Fitzgerald, Billie Holiday to name a few

I would say that Aretha Franklin is among the best singers of all time. However in truth the best is purely subjective, which is dependent on the individual's preferences and tastes musically.
