Need Japanese translation?

What's funny is I can understand far more complicated sentences (not super complicated, but you know), yet I'm having an issue with this...I think something like "I wonder what is up" or...or something?

    何て「書いてある」のでしょうか？

    What is the written text? What is it stating? etc.
