Do the organized protests have to pay for the necessary police to direct traffic and stop the violence?

If not, shouldn't they have to, as they are draining local funds. Or maybe that's part of their plan.

    Those guys selling hot dogs and food off a push cart should pay. They make a lot of money and that stuff stinks up the place.
