I know a place where you can actually ask for topics with your specific preferences. Google "DissertationSage" (without any spaces) and when you're there look for 'dissertation topic help' in Dissertation Writing menu. I didn't regret going there. And yes, you don't necessarily have to ask for a thesis topic. They'll help with assignments too. Cheers.
