I am very confuse about a certain question ask in the college application?
I am trying to apply for CSU Dominguez Hills and when I submit it. It stated that "This application is not for International applicants." But I've been living in USA for almost 12 years. I was not born here but yeah. So, does this mean you have to be a american citizen to apply for this school? I have everything, Visa/Green Card. I am very confuse????

No, it doesn't mean that at all.
If you are an international student on an F-1 visa, the school has to confirm your status with the USCIS and you'd be paying a much higher tuition. But if you are not only a resident of the United States but of the Golden State as well, you'd qualify for in-state-tuition which is much, much, much, cheaper.
Cal State DH is very limited. You should try to get into Long Beach instead.

International (foreign) applicants (students) need the school to sponsor them for an F1 visa. You already have a visa (your green card) so you do not need an F1. Therefore you are a domestic applicant.
