Most Kelly bits range from $20-$30, commonly $20-$25.
If you're looking to sell your Kelly bit, I'd sell it for $23 (if brand new). If used, $10-$15. If you're searching to buy a Kelly bit, and it's over $30+, you're being ripped off.

depending on the brand and the store, anywhere from 20-40 dollars is reasonable. Over 40 you are probably getting ripped off, and under 20 I would double check the quality
