When I fit my new graphics card my computer doesn't boot?

As it stands, my computer uses its onboard graphics chip. I have a (second-hand) Inno3D GF 8400 GS graphics card I wish to install, but when I fit it and try to turn my computer on it won't boot. The fan just powers up for about 2 seconds then shuts off again (my motherboard is Dell 0F8098). My PSU wattage ought to be sufficient, and I've already tried uninstalling the old graphics drivers (even though that's apparently not necessary for onboard graphics).

So what might be causing this problem? Is there anything I can do, or is it likely a problem with the card itself?

Update:

Forgot to mention this before, but if I remove the card again the computer once again switches on and loads up just fine.

@Peter That's not at all helpful. I am fully aware that hardware needs the correct drivers to work, but the drivers can't be installed unless the hardware is fitted, and when the card is fitted the computer won't start up.

    never buy anything second hand is my rule unless you know its broken and you intend to fix it i use this rule with everything from simple things to games and tablets its probably the card is broken and that's why they sold it in the first place so they can make money off of a piece of s**t and i know because my dad used to do it with old motorbikes he used to fix them so they would run and all but not spend so much money on fixing it so that it was a permanent fix and he would only mention the obvious problems and tell them it's an easy fix.

    i know buying things new sucks because its more expensive but in my experience its worth it

    All hardware need specific drivers to work.
