Photoshop Elements 9: Color changes to b&w when pasted?

I have a picture in black and white. I also have a picture that's in color...I copied the picture that's colorful to place it on the b&w picture, but when I paste it, it is pasted in b&w!?!?! Can't figure out how to keep the color...

    Using the B&W image as the foundation of your project means that anything you add to it will be B&W. Click on the B&W layer, go to Image>Mode and click the RGB option. This shouldn't change the B&W image if you didn't make it B&W by changing the mode from RGB to Grayscale.

    If this change does bring the color back into the picture, use Enhance>Adjust Color>Hue/Saturation and slide the Saturation slider all the way to the left to remove the color. If you need to, use Levels (if you know how to use it) or Enhance>Adjust Lighting>Shadows and Highlights to adjust the lighting and contrast.
