If you are an Australian citizen or have permanent residency, you can apply for any university as a domestic student anywhere in the country. If you are currently an international student in Melbourne and do not have permanent residency you will need to apply to a university as an international student and pay the fees accordingly. If you are a domestic student, your marks in Melbourne will be assessed by the University Admissions people in Sydney and you will be offererd a place at a Sydney uni if you have applied. If you want to go to uni in Sydney this year, you have left it a bit late to get your application in. Do it today.

You'll be considered as a domestic student if you have an Australia citizenship or a permanent resident. If you're a domestic student, you'll also be eligible for HECS too. Many universities have the different requirements for the same course - some with strict requirements, while some others universities don't have any requirements at all. However, you could speak to an academic advisor at the university to discuss if you meet the requirements before enrolling in that course.

Australia is Australia. Why would you be an international student? They only difference would be that you need to meet the requirements and that may mean converting Vic to NSW and satisfying any subject requirements (eg biology or English)

Hek, are you an Australian Citizen? If yes, of course you can. My question to you is, why Sydney? Yes Sydney has very good universities, but so does Melbourne.
