Cocker spaniels have notorious bad tempers and very little patience. Typically they don't make good dogs for children consequently. I'd be inclined to believe that the older Cocker has just had enough of the younger ones antics and is taking charge and putting him in his place before the younger one gets the opportunity to start something first. They will probably get a pecking order established and once the younger one realizes that the older one isn't going to put up with anymore games from him, things will likely settle down once again. It's also possible that you just have too many dogs and they are all trying to get your attention in some way. Remember that to a dog, any attention (even negative) is better to them than no attention at all. Make sure you are giving each of them enough personal time with you.

Why do you have so many dogs? It must be very difficult to find the time required to train each individual dog. If you did this correctly, they wouldn't be fighting. Perhaps you should consider re-homing at least one of the Cockers.

Keep them seperate in all dominant situations like feeding and during play, I would also seek some proffesional advice.
