What does "plate year" mean?

I have to register for a parking permit and one of the questions asks for the plate year. This is seperate from the car year, which is also asked for. Does anyone know what this means?

    They are asking for the registration year.

    They wont the numbers and letters on the tag , and the model and year of the car..

    They want to know when your license plates expire.
