Winter Festival of Lights?

I am going to Niagara Falls over New Years Eve and I am interested in seeing the Winter Festival of Lights. I would like to know more information; Can I walk through the display or do I need to drive? Where exactly are the lights located? Thank you!

    Niagara Falls Festival of Lights is the best winter attraction of Niagara Falls. It's so romantic that no one wants to miss it. The festival is made up of three million lights and more than 125 animated displays. Riding on the Skylon Tower is the best way to enjoy the show. You can also enjoy it while driving throughout Dufferin Gardens and Queen Victoria Park.
