When using a colon to make a list, should the items on the list be capitalized?

I'm not sure whether to capitalize all the words on the list, or just the important ones (proper names).

No, just capitalize the proper nouns, although in American English it is optional if the part of the sentence after the colon would make sense on its own.

They would be capitalised ONLY if they are normally capitalised, such as proper nouns like names, cities, countries, car names, etc.
