It's more about the parts that make up the computer, as well as what you're trying to make the computer do.

Fastest for gaming would be any computer with a powerful graphics card and a processor that's good enough not to bottleneck it - a core2 quad or Athlon II X4 will do the trick for now if it has a Radeon 6970 or GTX 580 for graphics. Also enough RAM that it doesn't have to use the pagefile - 4Gb is usually sufficient but some games can use up to 6Gb now.

Fastest for video editing is any computer with a decent CUDA enabled graphics card, a very good processor such as i7-2600k or i7 extreme, and multiple hard drives in RAID 0 arrays.

Fastest for everyday tasks could be an i3 and a cheap graphics card - or even the integrated graphics built into some newer processors, and a small solid-state boot drive with 2 hard drives for data in RAID 0.

Fastest for 3d animation would mean a decent graphics card with CUDA, and as much processor power as you can get your hands on - a dual xeon 5600 series setup in the main workstation and a collection of servers that will work together to assist in the rendering.

just build your won computer though you can always get a Alienware area 51 ALX ibuypower level 10 or the EREBUS expensive but really fast
