Tell me which Runescape character would be better for no-arm f2p fighting.?

1st character: 99 strength, 40 attack, 99 defense

2nd character: 90 strength, 99 attack, 20 defense

If they fought, who wins?

    1 but if u can u must leveling attack to 50 onwards.
