How to delete all cookies etc from computer?

I am giving my laptop away and would like to delete all of the existing cookies and links to web sites etc so the new owner (a relative) gets to keep the programs but has a blank page to start with. How do I do this?

    Control Panel>Internet Options>Delete History...

    Or Download Ccleaner.

    hit ctrl, alt, shift. or go to tools in your browser then hit delete all cookies
