Should Doug Champlin have consulted with the Navy before spending his money and time on the project?

No, Mr. Champlin won the rights to ownership and salvaging the plane in court.
While the supreme court overruled the ownership, it did not overrule the court order that the Navy would have to pay for the salvaging operation if they file a claim for it and they rightfully should pay as it would have cost them money to salvage it themselves.
