What does "use-dependent inhibition" mean as it relates to local anesthetics?

I'm studying for pharmacology and I don't quite follow the principle. Thanks for any assistance!

Some local anesthetics bind preferentially to open Na channels (rather than closed or inactivated). So, the inhibition occurs primarily when the channels are being "used" a lot - during times of repetitive stimulation.

btw - best wishes on your upcoming marriage!
