does a steel cable snapback at break?

Snap back/back lash is action similar to when a rubberband breaks under tension.

it hits back. Does a steel wire do the same?

    Yup, it'll come back if it snaps. It takes an incredibly large amount of tension to break a thick steel cable, and it is pretty unsafe to exceed the rated weight of it, because when it snaps back, it can potentially kill someone.

    I've seen winches do that from time to time, snapping cables

    Yes a steel cable only has so much resistance and to much will cause to break and seriously hurt you
