it sounds like they might have scaly leg mites. These are little mites that burrow under the scales on the chickens leg ad make them very itchy and cause crusts and scabs to form. please dont pick off the scabs as you could cause a secondary infection.

The best thing to do is treat for mites with ivermectin (you can get this from your vets) this will kill the mites. Wash the legs daily in surgical spirit (to clean them and prevent secondary bacteria) then coat them with vaseline. This helps soothe and soften the legs and may help to suffocate the mites.

Once the mites are dead the legs will eventually look normal again but this could take many weeks. Hope this helps

If the scales on the legs are lifting, they are mites.

Put vaseline all over their legs. This will suffocate and kill the mites.

Hope I helped! And good luck!

EDIT: I've just found this on www.omlet.co.uk

Scaley Leg: Symptoms: Scaley legs! The mites live on the legs under the scales which start to lift up and can give the bird trouble walking.

You are probably best off asking a vet about the problem. He will put something on the legs which effectively suffocates the mites. Dipping their legs in old engine oil would be messier but also does the trick since it drowns the mites!
