If a woman retains her maiden name when she marries what last name will her children have?

Is this regulated by State law or does the mother have the option of choosing the last name for her children or must they carry the last name of the father?

I took my husband's name, but if I hadn't, I would give our daughters my last name and our sons my husband's. Seems like a fair way to split it.
