The bible does not "claim" anything about itself but 2 Timothy 3:16 say:

16All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness:

-No one just started writing the bible it was influenced by God for teaching, correcting, and instruction for living. Just as you have text books for school and various classes, the Bible is a text book for life.

The Bible claims that it was written through the inspiration of God and that it is useful for matters of creating doctrine, for answering questions or correcting mistaken beliefs, and for instructing believers in the faith:

2 Timothy 3:16 All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness.

The Bible also says that it is intended to reveal what a person truly thinks and believes:

Hebrews 4:12 For the word of God is quick, and powerful, and sharper than any two-edged sword, piercing even to the dividing asunder of soul and spirit, and of the joints and marrow, and is a discerner of the thoughts and intents of the heart.

The Bible makes no claims about its historical origins that I am aware of except for the case of New Testament letters which were written by specific authors. Acts is assumed to have been written by Luke, who is referred to as the "beloved physician."
